Licensed Environmental Health Practitioner/LEHP I – Environmental Health
Pay Grade:

Distinguishing Features of Work:

With specific direction and routine supervision, performs professional work in a program of environmental health.  The emphasis at this level is on the application of general environmental health practices and techniques and consists of field and office work including dissemination of public information and the fostering of improved community and environmental health.  This position is a professional job that requires the employee to exercise appropriate discretion and judgement in the performance of his/her assigned duties and responsibilities.

Definitions:
  As defined by the Illinois Environmental Health Practitioner Act (225 ILCS 37/) “Environmental health practice” is the practice of environmental health by licensed environmental health practitioners within the meaning of this Act and includes, but is not limited to, the following areas of professional activities: milk and food sanitation; protection and regulation of private water supplies; private waste water management; domestic solid waste disposal practices; institutional health and safety; and consultation and education in these fields.
Environmental health practitioner-in-training” means a person licensed under this Act who meets the educational qualifications of a licensed environmental health practitioner and practices environmental health in support of and under the general supervision of a licensed environmental health practitioner or a licensed professional engineer, but has not passed the licensed environmental health practitioner examination administered by the Department of Professional Regulation.
“Licensed environmental health practitioner” is a person who, by virtue of education and experience in the physical, chemical, biological and environmental health sciences, is especially trained to organize, implement, and manage environmental health programs, trained to carry out education and enforcement activities for the promotion and protection of the public health and environment, and is licensed as an environmental health practitioner under this Act. 

Basic Duties and Responsibilities:

  • Reviews, plans and inspects food service establishment facilities and private sewage disposal systems.
  • Completes activity reports and records of inspections, investigations and correspondence.
  • Collects, under prescribed methods, environmental samples as required.
  • Participates in making recommendations relative to the protection and disinfection of private water supplies.
  • Investigates complaints involving possible public health violations; offers advice on solutions; makes follow-up inspections.
  • Participates in epidemiological surveys including, but not limited to, foodborne illness outbreaks, seeking unhealthful conditions, and methods of control and corrections.
  • Investigates insect and rodent conditions; participates in making recommendations for control programs involving abatement procedures.
  • Provides general supervision for environmental health practice as required for LEHPs –in-Training and Associate Sanitarians employed by the Vermilion County Health Department.
  • Performs other duties as required or assigned.
Required Education and Experience:
Illinois Environmental Health Practitioner Act (225 ILCS 37)
  • Requires a Bachelor’s Degree in environmental health
    science from college or university approved by the National Environmental Health Association Accreditation Council for environmental health curricula or its equivalent as approved by the Department of Professional Regulation; or
  • Requires a Bachelor’s Degree from an accredited college or university which includes a minimum of 30 semester hours or equivalent hours of basic sciences acceptable to the Department of Professional Regulation and 12 months of full time experience; or
  • Requires a Master’s Degree in public health or environmental health science from an accredited college or university if the applicant has completed a minimum of 30 semester hours or equivalent hours of basic sciences acceptable to the Department of Professional Regulation.; and
  • Requires the acquisition and maintenance of a valid Environmental Health Practitioner license issued by the State of Illinois Department of Professional Regulation.

Staff RN/Public Health Nurse - Family Planning/STD/HIVPay Grade: HDP-6 or HDP-7

Supervisor: Nurse Coordinator – Family Planning/STD/HIV


Distinguishing Features of Work:

With specific direction and routine consultation from the Family Planning/STD/HIV Nurse Coordinator, performs professional nursing services, treatment, and record maintenance for clients in the Vermilion County Health Department Family Planning, STD and HIV programs and clinics; gives guidance, direction and support to clinic patients/clients.
This position is a professional job that requires the employee to exercise appropriate discretion and judgement in the performance of his/her assigned duties and responsibilities.

Basic Duties and Responsibilities:

  • Provides skilled nursing services in accordance with the Illinois Nursing Act, and implements appropriate plans of treatment, standing medical orders, and agency policies for clinical services.
  • Observes, assesses, makes nursing diagnosis, counsels, gives care and treatment, teaches proper health care to clinic clients, and promotes the maintenance of health and the prevention of illness in other persons.
  • Maintains appropriate clinical records for each client receiving care.
  • Administers medication and treatments as prescribed by standing orders of the clinic medical director and direction/instruction from the clinic Nurse Practitioner.
  • Collaborates with the activities of the Clinic Aide/Lab Tech in support of the clinical and record maintenance activities of both the family planning and STD clinics.
  • Actively participates in the continuous process of assessing, planning and implementing services to benefit clinic patients.
  • Assists with setting up exam rooms, prior to clinic and throughout clinic.
  • Stocks the contraceptive areas as needed.
  • Records the results of lab work in chart.
  • Checks the pap results for need for further services, consulting with the NP as necessary, and sending out appropriate letters to clients when designated.
  • Educates and evaluates new clients and any others who may need further education regarding birth control, STDs and HIV/AIDS.
  • Assists with interviewing clients.
  • Performs exit consultations with clients, dispense supplies and gives pertinent counseling and/or referrals.
  • Assists with clean up activities.
  • Audits charts next working day after Family Planning clinic for completeness, i.e.: proper signatures and reviews client visit records (CVRs) to ensure that they are correct and complete.
  • Performs pregnancy tests per protocol and makes proper referrals based on outcome of test. Counsels clients as needed.
  • Repackages medications from large container into small container with appropriate labeling, including expiration date to the smaller container.
  • Maintains database for Depo-Provera clients.
  • Dispenses all contraceptives to clients according to the Physician /Medical Supervisor’s standing orders and Nurse Practitioner’s direction and instructions.
  • Assumes primary responsibility for client supply visits including necessary counseling and supply vouchers.
  • Performs laboratory procedures according to policy, procedure and protocol.
  • Assist with answering phones, making appointments, giving clients their lab results and any pertinent advice, and counseling or referrals as needed.
  • Performs HIV counseling per IDPH standards
  • Serves walk-in clients in a fair and courteous manner
  • Keeps clinic coordinator informed of any needed supplies or problems that need resolution
  • Assists in working at outreach sites for FP, STD, and HIV as necessary
  • Performs other duties as required or assigned.

Required Education and Experience:

  • A certification of graduation from a school of nursing approved by the Department of Professional Regulation.
  • A current Illinois license as a Registered Nurse by examination.
  • Preference may be considered for persons qualified as a Public Health Nurse or with a BSN.
  • At least one year clinical experience in a hospital setting, preferably medical-surgical.

Distinguishing Features of Work:

With specific direction and routine supervision from the Family Case Management (FCM) Nurse Coordinator, performs professional nursing assessments of the physical, psycho-social, environmental, and economic needs of eligible client families and intervenes as needed to provide educational and supportive FCM (Healthy Moms/Healthy Kids) or TIPCM services.  This position is a professional job that requires the employee to exercise appropriate discretion and judgement in the performance of his/her assigned duties and responsibilities.

Basic Duties and Responsibilities:

  • Performs case management activities according to the Maternal Child Health (MCH) regulations:
  • Provides information and support to pregnant/parenting families receiving related services from providers in the community services network.
  • Conducts client needs assessments to include physical, psychosocial, environmental, and economic needs to identify problems as related to receipt of appropriate medical care.
  • Conducts home visits (or office and/or off-site contacts as indicated) to assess client needs and make the appropriate referrals and linkage to services.
  • Performs advocacy activities on behalf of assigned FCM or TIPCM client families through referrals and collaboration with appropriate community network providers.
  • Develops a network of resources and support services for client families.
  • Performs follow-up activities to ensure the provision and receipt of needed services.
  • Assesses assigned client families according to MCH and VCHD policies as related to the FCM or TIPCM, Childhood Lead Poisoning Prevention Program, and Adverse Pregnancy Outcome Reporting System programs.
  • Documents all assessments, referrals, follow-up, and advocacy in the clinical record in a timely manner and according to VCHD policy.
  • Communicates and collaborates with a variety of community agencies to facilitate an effective advocacy network for clients and their families.
  • Provides quality case management services according to the MCH and VCHD policy standards.
  • Attends any related training as assigned regarding updates on MCH and case management issues.
  • Performs other duties as assigned.

Required Education and Experience:

  • A registered professional nurse licensed pursuant to Section 12 of the Illinois Nursing Act of 1987 (225 ILCS 65/12) and
  • Two years of experience in community health (Public Health Nurse) or maternal and child health nursing, or
  • A Bachelor of Science in Nursing (BSN) degree from a recognized or accredited program and one year of experience in community health or maternal and child health nursing.
